¶ New: National Council Control Committee report of 8 September 2026 on the F-35 fixed price
The National Council Control Committee (GPK-N) has completed its investigation into the F-35A fixed price. It concludes that no flat fixed price was agreed with the United States. It criticises the DDPS's communication, the organisation of the negotiations and the late notification of the Federal Council as a whole. This is a GPK-N report, not a report by a Parliamentary Investigation Committee (PUK). Official announcement, in German.
For future major procurements, the committee calls in particular for a clear negotiating mandate and consistent involvement of armasuisse's legal service. The Federal Council is invited to respond by 11 December 2026. Official announcement, in German.

06.05.2026 — The Federal Council’s response on the price comparison with Poland has been available since 6 May 2026. It points to different procurement packages: the Swiss price includes armament, training, logistics and integration. Comparisons of isolated unit prices need this context. Original source.
13.05.2026 — The DDPS reported an expected Patriot delay of five to seven years and substantial additional costs. Binding US information was unavailable. Payments remained suspended at that point; this does not establish a guaranteed new delivery year. Original source.
16.06.2026 — The Council of States approved the Armed Forces Dispatch 2026, including an additional CHF 394 million for an expected 30 F-35As. 24.06.2026 — The Federal Council decided to resume Patriot payments to limit further damage. It also instructed the DDPS to negotiate a second system with manufacturers in France, Israel and South Korea. Negotiations do not constitute a contract award. Original source.
11.08.2026 — The National Council Security Policy Committee proposes an additional CHF 500 million for ground-based air-defence ammunition and indirect fire support (11–9, four abstentions). ¶ Historical summary through March 2026
The key findings from over four years of reporting on the F-35 procurement:
- Cost explosion: The «fixed price» of CHF 6 billion promised by the Bundesrat turned out to be a misunderstanding. The US never assumed a fixed price. Additional costs of CHF 650 million to 1.3 billion have been confirmed. In December 2025, the Bundesrat decided to buy fewer F-35s and maintain the 6-billion framework.
- Software sovereignty and jailbreak debate: Dutch Defence State Secretary Gijs Tuinman stated in February 2026 that the F-35 software can be «jailbroken like an iPhone» to achieve software sovereignty from the United States. The statement highlights the fundamental dependency problem facing all F-35 buyer nations: the software is entirely controlled by the US. A jailbreak carries significant risks -- loss of warranty, exclusion from software updates, and potential spare-parts embargo by Lockheed Martin. Israel remains the only country with a contractual right to independent software modification.
- Technical problems: TR-3 software delayed deliveries worldwide by one year (July 2023 -- July 2024). The new APG-85 radar cannot be integrated; since June 2025, F-35s are being delivered without radar, carrying nose ballast instead. Mission readiness in the US stands at only 36% (F-35A).
- US dependency: All F-35 software, maintenance logistics (ALIS/ODIN), spare parts and Mission Data Files are controlled by the US. Switzerland has no right to independent software modification. Lockheed Martin admitted years of «under-funding» for spare parts.
- Political escalation: The GPK launched a formal inspection. Former Bundesratlor Amherd may have to testify. Spain cancelled its F-35 purchase. Canada is reviewing its order due to trade tensions with the US.

Recent developments around the F-35 reveal growing tensions between the U.S. and its allies:
- Software Sovereignty: Dutch Defence Secretary Gijs Tuinman publicly stated that F-35 software can be "jailbroken like an iPhone" — a provocative claim raising questions about European F-35 operators' dependence on U.S. software. Israel remains the only country with contractual rights to modify the software. (Watson, The Aviationist, TWZ)
- Radar Shortages: New F-35s from Lot 17 onwards are being delivered without functional AN/APG-85 radars — replaced by weight simulators. Cause: China's export ban on gallium.
- Canada Wavers: The Canadian government is reviewing its $19 billion F-35 contract.
- Germany/FCAS crisis: Chancellor Merz openly questions the Franco-German-Spanish FCAS air combat system, doubting whether manned fighter jets will still be needed in 20 years. ¶ Phase 1: Type Decision and Initial Reactions (June - December 2021)
On 30 June 2021, the Bundesrat announced its type decision in favour of the F-35A. Reactions ranged from approval to sharp criticism. On 31 August 2021, the GSoA launched the "Stop F-35" initiative. The SFAO already expressed doubts about the fixed price in November 2021.

¶ Phase 2: Parliamentary Debate and Contract Signing (2022)
The Ukraine war from 24 February 2022 changed the security policy debate. The Armed Forces Dispatch 2022 passed the Ständerat on 2 June and the Nationalrat on 15 September. On 19 September 2022 — four days after the parliamentary decision — Switzerland signed the purchase contracts.

The CPA-N launched a formal inspection. On 12 December 2025, the Bundesrat decided to procure fewer than 36 F-35s and to adhere to the 6 billion financial framework. Air Force Commander Merz conceded that the F-35 was "not without alternatives".
