¶ Strengthening the Negotiating Position
Summary: Following Finland's and Sweden's NATO accession, Switzerland is one of the last neutral states in Europe. Supporters see this as a unique international asset -- particularly for the Geneva location and the role as mediator.
¶ 1. Unique Status
Following NATO accession by Finland (2023) and Sweden (2024), only Austria, Ireland, Malta and Switzerland remain as neutral/non-aligned states in Europe. Switzerland is the only state among these that is neither an EU nor NATO member [1].
¶ 2. Geneva Location
Geneva is the second-largest UN location worldwide [2]:
- 36 international organisations
- Nearly 700 NGOs
- 179 diplomatic missions
- ICRC headquarters since 1863
- USA-China meeting 2025: Switzerland as host [3]
¶ 3. Credibility
Supporters argue: the adoption of sanctions in 2022 damaged credibility as a neutral mediator (Russia no longer accepts Switzerland). A clear neutrality rule would restore credibility [4]. Note: Position paper of the initiative committee
¶ 4. Counter-argument
The Chancenbarometer 2026 shows: 58% see the international reputation of neutrality as having "developed negatively". However, it is disputed whether this was caused by the adoption of sanctions or by insistence on neutrality [5].
