Economic Predictability

Summary: Supporters argue that an anchored neutrality brings Switzerland economic advantages: trade with all sides, location security and protection of the financial centre. Opponents, however, see the sanctions ban as a risk for secondary sanctions and the economic location.

1. Trade with All Sides

Historically, economic openness towards all trading partners has been a strength of Switzerland. The sanctions ban (Art. 54a para. 3) would constitutionally enshrine this tradition [1].

2. Financial Centre and Commodity Trading

  • Geneva and Zurich as global financial centres
  • Approx. 25% of global commodity trading passes through Switzerland
  • Over 900 commodity companies, 10,000 employees
  • Geneva: 36 international organisations, nearly 700 NGOs [2]

3. Counter-argument

Economiesuisse and business associations argue against the initiative. The NZZ comments: "Codified neutrality offers no protection for the business location -- on the contrary." The sanctions ban could lead to secondary sanctions from the USA/EU (see Disadvantages: Sanctions Ban) [3].
